Developer Russell Galbut says he is pulling three Miami Beach housing applications filed under Florida’s Live Local Act, Bisnow reported October 14.
The sites are 1575 Alton Road, 740 Alton Road and 880 71st Street. Galbut told city and county officials of his decision in an October 12 email shared with the outlet.
What the law allows
The state’s Live Local law lets qualifying rental housing plans use certain commercial, industrial and mixed-use sites. At least 40% of the homes must have rents that meet the law’s affordability rules for at least 30 years.
The law can allow more homes and taller buildings than local rules would normally permit. Plans that meet its requirements go through staff approval rather than a vote by elected officials. They still must meet other applicable rules, including setbacks and parking requirements. Setbacks are the space between a building and a property line.
Other plans have approvals

Miami Beach’s approved-project list includes separate Live Local plans at 663 Alton Road and 1826 Collins Avenue. City planning orders approved those applications with conditions.
The city’s under-review page still listed the 1575 Alton Road application when checked October 15. Bisnow’s report describes Galbut’s withdrawal decision; the online list has not yet reflected it.
The 1575 Alton Road site is in Miami Beach, FL 33139. The other two reported withdrawals span another part of Alton Road and the 71st Street corridor in North Beach. Bisnow did not report a replacement plan for the three sites.
